The goal is to reframe public understanding of infrastructure from isolated “projects” to interconnected urban systems through an interactive exhibition and digital archives to foster dialogue between citizens, practitioners and policy makers.

Bengaluru has been shaped by successive waves of ambitious infrastructure projects; ring roads, flyovers and metro systems; driven by political urgency, economic opportunity and aspirations of global-city status. Yet many remain incomplete, are abandoned, or fail to connect meaningfully with the everyday realities of the city. Development has often become synonymous with high-capital, one-time interventions, resulting in fragmented systems, uneven benefits and repeated cycles of proposal and abandonment. While individual projects are documented, there is limited public understanding of the broader patterns, decisions and systems that connect them.
City as a Project is a research and public engagement initiative that builds civic literacy around how Bengaluru has been planned, funded and governed. It positions infrastructure not simply as a technical exercise, but as a social, political and cultural process.
The project combines archival research, policy analysis, project documentation and interviews to map major infrastructure proposals over the last few decades. The findings will be translated into an immersive public exhibition through timelines, case studies, systems mapping and interactive installations. Public talks, workshops and guided walkthroughs will extend this engagement, while a digital archive will preserve the knowledge generated.
The project aims to create public understanding of Bengaluru’s development trajectory and enable a more informed citizenry.
