Open Call for proposals to the Small Grants Programme (ಕನ್ನಡ ಆವೃತ್ತಿಯನ್ನು ಓದಲು ದಯವಿಟ್ಟು ಕೆಳಗೆ ಸ್ಕ್ರಾಲ್ ಮಾಡಿ)

2026 has barely just begun but we are already experiencing hot days, extreme UV radiation levels, and more in Bengaluru. Globally, there are predictions of El Nino towards the latter half of this year, but there is uncertainty to what that could actually translate to, on-the-ground. 

• Will it be our hottest summer yet?
• Will the rains come on time and be adequate?
• Will they come all at once and flood the neighbourhoods?
• How will this impact biodiversity?
• What will it mean for communities and those who face the brunt of it – their socio-economic vulnerabilities significantly compounded by these extreme weather events.
• With their basic access to water, housing, sanitation, health in question, how will they be equipped to be more resilient?

With the added uncertainty brought on by global unrest and wars, it is increasingly clear that we need to focus our efforts on what we can meaningfully act on. Would this then mean moving the discourse and action from mitigation to adaptation, resilience and local sustainability? Would it mean prioritising local, innovative approaches to sustainability that recognise the interconnectedness of different city systems…?

But even as we grapple with these questions, our city is also in the midst of transitioning to a new governance structure. It is early days yet, so while we wait and see what it truly signifies for decentralised governance, there is no denying that this is also an opportunity to be seized and acted upon. 

In this context, the Bengaluru Sustainability Forum (BSF) under its Small Grants Programme calls for grant proposals around the issues of urban water, waste management, planning, mobility, biodiversity and climate change. Project proposals that connect any of these to other aspects of urban sustainability, e.g. elements of nature based solutions, public placemaking, social justice, equity, access to public health, and reduced inequality, are equally welcome.

BSF’s Small Grants Programme is an initiative to enable local, innovative, cross-disciplinary and collaborative projects to start off and grow into a sustainable future. The Small Grants Programme is designed to cut through silos of expertise and call for collaborations across different professional backgrounds. It also seeks to help connect science and research done in the city of Bengaluru with the actual situation on the ground, involving as many stakeholders and sections of the society as possible.  Over 45 projects have been supported over the last 7 cohorts that have looked at documentation, data collection, research, outreach and communication, training, workshops, citizen science and citizen engagement. The Bengaluru Sustainability Forum is an inter-institutional collective to address issues relating to long-term sustainability of urban and peri-urban landscapes, focusing on public goods, including water, air and soil, amongst others. The primary objective of the forum, which consists of both academic institutions and practitioners, is to provide a platform that integrates various perspectives, approaches and areas of expertise to examine issues of long-term urban sustainability. The small grants program is aimed at providing seed funding for some of the projects, perspectives and approaches that align with the BSF mandate.

ಬಿಎಸ್‌ಎಫ್‌ನ ಕಿರು ಅನುದಾನ ಯೋಜನೆಯ ಪ್ರಸ್ತಾವನೆಗಳಿಗೆ ಮುಕ್ತ ಆಹ್ವಾನ

2026 ಈಗಷ್ಟೇ ಆರಂಭವಾಗಿದ್ದರೂ, ಬೆಂಗಳೂರಿನಲ್ಲಿ ನಾವು ಈಗಾಗಲೇ ಸಾಕಷ್ಟು ಬಿಸಿಲು, ತೀವ್ರವಾದ ಅತಿನೇರಳೆ ವಿಕಿರಣದ ಮಟ್ಟ, ಹಾಗೂ ಇನ್ನೂ ಹೆಚ್ಚಿನದನ್ನು ಅನುಭವಿಸುತ್ತಿದ್ದೇವೆ.

ಜಾಗತಿಕವಾಗಿ, ಈ ವರ್ಷದ ಉತ್ತರಾರ್ಧದಲ್ಲಿ ಎಲ್ ನಿನೋ (ಕಡಲ ಮೇಲ್ಮೈ ತಾಪಮಾನ ಏರಿಕೆಯ ಘಟನೆ) ಸಂಭವಿಸಬಹುದು ಎಂಬ ಮುನ್ಸೂಚನೆಗಳಿವೆ. ಆದರೆ ಅದರ ಪರಿಣಾಮಗಳು ನೈಜ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ನಿಖರವಾಗಿ ಹೇಗೆ ಕಾಣಿಸಿಕೊಳ್ಳುತ್ತವೆ ಎಂಬುದರ ಬಗ್ಗೆ ಅನಿಶ್ಚಿತತೆ ಇದೆ.

• ಇದುವರೆಗಿನ ಅತಿಹೆಚ್ಚು ತಾಪಮಾನದ ಬೇಸಿಗೆಯಾಗುವುದೇ?
• ಮಳೆ ಸಕಾಲಕ್ಕೆ, ಸರಿಯಾದ ಪ್ರಮಾಣದಲ್ಲಿ ಬರಬಹುದೇ?
• ಅವೆಲ್ಲವೂ ಏಕಕಾಲದಲ್ಲಿ ಬಂದೆರಗಬಹುದೇ ಮತ್ತು ನೆರೆಹೊರೆಯಲ್ಲಿ ಪ್ರವಾಹವಾಗಬಹುದೇ?
• ಇದು ನಮ್ಮ ಜೀವವೈವಿಧ್ಯತೆಯ ಮೇಲೆ ಯಾವ ಪರಿಣಾಮ ಬೀರಬಹುದು?
• ಇದು ಸಮುದಾಯಗಳ ಮೇಲೆ, ವಿಶೇಷವಾಗಿ ಅದರ ತೀವ್ರ ಪರಿಣಾಮವನ್ನು ಅನುಭವಿಸುವವರ ಮೇಲೆ ಯಾವ ಪರಿಣಾಮವನ್ನುಂಟು ಮಾಡಬಹುದು? ಈ ತೀವ್ರ ಹವಾಮಾನ ಘಟನೆಗಳು ಅವರ ಸಾಮಾಜಿಕ-ಆರ್ಥಿಕ ಅಸುರಕ್ಷತೆಗಳನ್ನು ಗಣನೀಯವಾಗಿ ಮತ್ತಷ್ಟು ಗಂಭೀರಗೊಳಿಸುತ್ತವೆ.
• ನೀರು, ಮನೆ, ನೈರ್ಮಲ್ಯ ಮತ್ತು ಆರೋಗ್ಯದಂತಹ ಮೂಲಭೂತ ಅಗತ್ಯಗಳ ಲಭ್ಯತೆಯೇ ಪ್ರಶ್ನಾರ್ಥಕವಾಗಿರುವ ಸಂದರ್ಭದಲ್ಲಿ, ಅವರ ಹೆಚ್ಚುವರಿ ಪ್ರತಿರೋಧ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೇಗೆ ಅಭಿವೃದ್ಧಿಪಡಿಸಿಕೊಳ್ಳಬಹುದು?

ಇದರೊಂದಿಗೆ, ಜಾಗತಿಕ ಪ್ರಕ್ಷುಬ್ಧತೆಗಳು ಮತ್ತು ಯುದ್ಧಗಳು ತಂದೊಡ್ಡುವ ಅನಿಶ್ಚಿತತೆಗಳು, ನಾವು ಯಾವುದರ ಬಗ್ಗೆ ಅರ್ಥಪೂರ್ಣ ಕಾರ್ಯಚಟುವಟಿಕೆ ನಡೆಸಬಹುದು?ಆಗ ಇದರ ಅರ್ಥವು ವಿಷಯ ಮತ್ತು ಕಾರ್ಯಚಟುವಟಿಕೆಗಳನ್ನು ಶಮನದ ಹಂತದಿಂದ ಅಳವಡಿಸಿಕೊಳ್ಳುವಿಕೆ, ಪ್ರತಿರೋಧ ಸಾಮರ್ಥ್ಯ ಮತ್ತು ಸ್ಥಳೀಯ ಸುಸ್ಥಿರತೆಯತ್ತ ಮರುಕೇಂದ್ರೀಕರಿಸುವುದೇ?ಇದರ ಅರ್ಥವು, ನಗರದ ಬೇರೆ ಬೇರೆ ವ್ಯವಸ್ಥೆಗಳ ಪರಸ್ಪರ (ಸಂಬಂಧಿಕೆಯನ್ನು) ನೆಂಟಸ್ತಿಕೆಯನ್ನು ಗುರುತಿಸುವಂಥಾ ಸ್ಥಳೀಯ, ನವೀನ ದೃಷ್ಟಿಕೋನ/ ಕಾರ್ಯವಿಧಾನಗಳ ಸುಸ್ಥಿರತೆಯ ಕಾರ್ಯವಿಧಾನಕ್ಕೆ ಆದ್ಯತೆ ನೀಡುವುದು ಎಂದೇ?

ಆದರೆ ನಾವು ಈ ಪ್ರಶ್ನೆಗಳೊಂದಿಗೆ ಸೆಣೆಸಾಡುತ್ತಿರುವ ಈ ಸಂದರ್ಭದಲ್ಲಿ, ನಮ್ಮ ನಗರವೂ ಹೊಸ ಆಡಳಿತ ವ್ಯವಸ್ಥೆಯತ್ತ ಪರಿವರ್ತನೆಯ ಹಂತದಲ್ಲಿದೆ. ಇದಿನ್ನೂ ಆರಂಭಿಕ ಹಂತದಲ್ಲಿದೆ. ಹಾಗಾಗಿ ವಿಕೇಂದ್ರೀಕೃತ ಆಡಳಿತದ ದೃಷ್ಟಿಯಲ್ಲಿ ನಿಜಕ್ಕೂ ಎಷ್ಟು ಮಹತ್ವ ಹೊಂದಿದೆಯೆಂಬುದನ್ನು ಕಾದುನೋಡುತ್ತಲೇ, ಇದು ನಾವು ತಪ್ಪಿಸದೇ ಬಳಸಿಕೊಂಡು ಕಾರ್ಯೋನ್ಮುಖರಾಗಲು ಇರುವ ಒಂದು ಅವಕಾಶವೆಂಬುದನ್ನು ನಿರಾಕರಿಸದಿರೋಣ.

ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಬೆಂಗಳೂರು ಸಸ್ಟೇನೆಬಿಲಿಟಿ ಫೋರಮ್ (ಬಿಎಸ್ಎಫ್) ತನ್ನ ಕಿರು ಅನುದಾನ ಯೋಜನೆಯ ಅಡಿಯಲ್ಲಿ, ಬೆಂಗಳೂರಿನ ನಗರ ಪ್ರದೇಶ ಹಾಗೂ ಹೊರವಲಯಗಳಲ್ಲಿನ ನೀರು, ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ನಗರ ಯೋಜನೆ, ಸಾರಿಗೆ, ಜೀವವೈವಿಧ್ಯ ಹಾಗೂ ಹವಾಮಾನ ಬದಲಾವಣೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ವಿಷಯಗಳನ್ನು ಕೇಂದ್ರವಾಗಿಟ್ಟುಕೊಂಡ ಅನುದಾನ ಪ್ರಸ್ತಾವನೆಗಳನ್ನು ಆಹ್ವಾನಿಸುತ್ತದೆ.

ಮೇಲಿನ ಯಾವುದೇ ವಿಷಯಗಳನ್ನು ನಗರ ಸುಸ್ಥಿರತೆಯ ಇತರೆ ಅಂಶಗಳೊಂದಿಗೆ ಸಂಪರ್ಕಿಸುವ ಯೋಜನಾ ಪ್ರಸ್ತಾವನೆಗಳಿಗೆ — ಉದಾಹರಣೆಗೆ ಪ್ರಕೃತಿ ಆಧಾರಿತ ಪರಿಹಾರಗಳ ಅಂಶಗಳು, ಸಾರ್ವಜನಿಕ ಸ್ಥಳ ನಿರ್ಮಾಣ (ಪ್ಲೇಸ್‌ಮೇಕಿಂಗ್), ಸಾಮಾಜಿಕ ನ್ಯಾಯ, ಸಮಾನತೆ, ಅಸಮಾನತೆಯ ಕಡಿತ, ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯ; ಹಾಗೂ/ಅಥವಾ ಈ ವಿಷಯಗಳ ಮೇಲೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ ಅಥವಾ ನಗರ ಪಾಲಿಕೆಗಳೊಂದಿಗೆ ಕೆಲಸ ಮಾಡಲು ಅವಕಾಶಗಳನ್ನು ಸೃಷ್ಟಿಸುವ ಪ್ರಸ್ತಾವನೆಗಳಿಗೂ ಸಮಾನವಾಗಿ ಸ್ವಾಗತ ಇದೆ.

ಬಿಎಸ್‌ಎಫ್‌ನ ಕಿರು ಅನುದಾನ ಯೋಜನೆಯ ಬಗ್ಗೆ : ಬಿಎಸ್‌ಎಫ್ ಕಿರು ಅನುದಾನ ಕಾರ್ಯಕ್ರಮ ಎನ್ನುವುದು ಸ್ಥಳೀಯ, ನಾವೀನ್ಯತೆಯ, ಅಂತರ್ ಶಿಸ್ತಿನ, ಸುಸ್ಥಿರತೆಯ ಭವಿಷ್ಯವನ್ನು ಹೊಂದುವಂತಹ  ಸಹಯೋಗಿ ಯೋಜನೆಗಳು ಆರಂಭವಾಗುವುದನ್ನು ಬೆಂಬಲಿಸುವ ಒಂದು ಪ್ರಯತ್ನವಾಗಿದೆ.  ಯೋಜನೆಗಳು ಪ್ರಾಥಮಿಕವಾಗಿ ಈ ಕೆಳಗಿನ ಒಂದು ಅಥವಾ ಹೆಚ್ಚಿನ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಸಮಸ್ಯೆಯನ್ನು ಉದ್ದೇಶಿಸಿರಬೇಕು: ನಗರದ ಜೀವವೈವಿಧ್ಯ, ನಗರದ ನೀರು, ನಗರದ ಹವಾಮಾನ ಬದಲಾವಣೆ, ನಗರದ ತ್ಯಾಜ್ಯ. ಕಿರು ಅನುದಾನದ ಕಾರ್ಯಕ್ರಮಗಳಿಂದ ಬೆಂಬಲ ಪಡೆದ ಕಾರ್ಯಗಳು ಒಂದು ಆಸಕ್ತಿಕರ ಉಪಾಯಗಳ ಮತ್ತು ನಾವೀನ್ಯತೆಯ ಸ್ವರೂಪಗಳ ವಿಸ್ತಾರವಾದ ಹರವನ್ನು ಹೊಂದಿರುತ್ತದೆ; ಆ ಮೂಲಕ ನಮ್ಮ ನಗರದ ಸಲುವಾಗಿರುವ ಪ್ರಭಾವಶಾಲಿಯಾದ ಆಳ ಅಗಲಗಳ ಹಸ್ತಕ್ಷೇಪಗಳನ್ನು ಸಾಧಿಸುತ್ತವೆ. 

ಬೆಂಗಳೂರು ಸಸ್ಟೆನೆಬಿಲಿಟಿ ಫೋರಮ್ ಬಗ್ಗೆ : ಬೆಂಗಳೂರು ಸಸ್ಟೈನೆಬಿಲಿಟಿ ಫೋರಮ್ ಎಂಬುದು, ಬೆಂಗಳೂರಿನ ನಗರ ಮತ್ತು ಗಡಿ ನಗರ ಸುಸ್ಥಿರತೆಯ ಸಮಸ್ಯೆಗಳ ಮೇಲೆ ಗಮನ ಕೇಂದ್ರೀಕರಿಸುವ ಬಹು-ಸಾಂಸ್ಥಿಕ ಉಪಕ್ರಮವಾಗಿದೆ. ನಗರದಲ್ಲಿ ಸುಸ್ಥಿರತೆಯ ಸಮಸ್ಯೆಗಳು ಮತ್ತು ನಾವೀನ್ಯತೆಯ ಪರಿಹಾರಗಳ ಬಗೆಗಿನ ಸಮಗ್ರ ತಿಳಿದುಕೊಳ್ಳುವಿಕೆಯನ್ನು ಪೋಷಿಸುವ ಗುರಿಯೊಂದಿಗೆ, ನಾವು ಶಿಕ್ಷಣ ತಜ್ಞರು, ಸಂಶೋಧಕರು ಮತ್ತು ಅಭ್ಯಾಸಕಾರರಿಂದ ಸಾಮಾಜಿಕ ವಕೀಲರು ಮತ್ತು ನಾಗರಿಕರವರೆಗೆ ವಿವಿಧ ಮಧ್ಯಸ್ಥಗಾರರನ್ನು ಒಳಗೊಂಡ ಅಂತರಶಿಸ್ತೀಯ ಸಂಭಾಷಣೆಗಳು ಮತ್ತು ಸಹಯೋಗಗಳನ್ನು ನಿರ್ವಹಿಸುತ್ತೇವೆ. ಈ ಕಿರು ಅನುದಾನ ಯೋಜನೆಯು, ಬಿಎಸ್‌ಎಫ್‌ನ ಉದ್ದೇಶಗಳಿಗೆ ಹೊಂದಿಕೆಯಾಗುವ ಕೆಲವು ಯೋಜನೆಗಳಿಗೆ, ದೃಷ್ಟಿಕೋನಗಳಿಗೆ ಮತ್ತು ಕಾರ್ಯವಿಧಾನಗಳಿಗೆ ಮೂಲನಿಧಿಯನ್ನು ಒದಗಿಸುವ ಗುರಿಯನ್ನು ಹೊಂದಿದೆ.
